Business Meeting Minutes
November 5, 1999

I. Meeting was called to order by Mary Kahl at 12:30 PM.
II. Report from Bill Eadie from the National Office.
The National Office will move into their new headquarters by next Summer. Some of the staff will begin moving early because the new owners would like them out by January.
A new computer system is being put into place at national headquarters in order to circumvent Y2K problems. However, a few problems are to be expected in the transition to the new system. The new system will allow on-line registration and other features.
The move to downtown DC already seems to be somewhat successful in terms of gaining visibility in that NCA has been able to get a number of new grants.
NCA is currently searching for six different editors for journals and yearbooks.
Eadie announced the two upcoming Summer conferences to be sponsored by NCA as well as the continuation of the Doctoral Honors Seminar.
NCA is also sponsoring a number of symposia, including one at the 2000 meeting of the Western Communication Association which will focus on rhetorical criticism.
III. Minutes of 1998 Meeting were approved without amendments.
IV. Nominating Committee Report and Distribution of Ballots.
Suzanne Daughton nominated Jim Aune from the floor for PAD vice chair elect. Ballots were distributed.
V. Chair's Report from Legislative Council (Mary Kahl)
Because room capacity in Seattle for next year's NCA is smaller, there has been an overall reduction in panels by 10%. Each division will be asked to cut their numbers of panels by 10%.
The purchase of the property for NCA's new headquarters has been accomplished without increased dues.
NCA is sponsoring a new online journal to be edited by Tom Benson.
VI. Vice Chair's Report (Susan Zaeske)
PAD received 6 debut papers and accepted all 6.
PAD received 9 panel submissions and accepted all 9.
PAD received 27 papers and accepted 25.
PAD submitted 20 programs to NCA (including the PAD business meeting) and all 20 were accepted.The following reviewers were recognized for reading submissions this year:

Vice-Chair Elect's Report (Richard Jensen)
Much to his own chagrin, Jensen noted NCA was continuing to push division's to accept Poster Sessions and other forms of high density panels.
The theme for the 2000 NCA Meeting is "Communication: The Engaged Discipline."
VIII. Unfinished Business
Mary Kahl announced that the Task Force for the Carroll Arnold Graduate Student Research Award (Mary Kahl, Michael Leff, Carol Jablonski, and Lois Einhorn) were not able to get funding for the award through NCA. However, an anonymous donor has financed the award for the next two years on the condition that the division do whatever is necessary to fund it thereafter. Awards will be made in the amount of $300.
IX. New Business
A. Election of Representatives to the Arnold Award Committee.
Because the committee will need to alternate two members, nominations were taken for a 1 year member and a 2 year member. Carol Jablonski and Linda Brigance were nominated for the 1 year position; Anny Pym and Kristin Marshall were nominated for the 2 year position.
B. The Marie Hochmuth Nichols Award was given to Thomas Rosteck's (ed.) book At the Intersection: Cultural Studies and Rhetorical Studies (Guilford Press).
C. The Winans-Wichelns Committee (Bonnie Dow represented PAD) had 14 books nominated and chose Xing Lu's (Depaul University) Rhetoric In Ancient China, Fifth to Third Century, B.C.E.: A Comparison with Classical Greek Rhetoric.
D. Susan Zickmund of the Resolutions Committee noted that the committee passed resolutions dealing with the "digital divide" (i.e., who has access to online information?) and on the use of online material.
E. Presentation of Awards for Papers:
The Robert C. Gunderson Award for Top Debut Paper was awarded to Christina R. Foust, Department of Communication Studies, University of Nebraska-Lincoln, "Gender Myths and the Media Coverage of Hillary Rodham Clinton's Involvement with Health Care: What is Woman's Proper Place?"
The Wrage-Baskerville Award for Top Contributed Paper in Public Address was awarded to Andrew C. Hansen, Penn State University, "A Gentleman's History of Geology: The Fall and Rise of Rhetoric in Charles Lyell's Principles of Geology."
F. Announcement of Election Results:

California State University-Long Beach has initiated a mentoring program to link up faculty and graduate students.
Carole Blair actively encouraged members of PAD to make nominations for NCA journal editors.
Carole Blair announced that UC-Davis has officially begun accepting Ph.D. candidates into its interdisciplinary Cultural Studies program.
Ann Pym was elected to the 2 year position on the Arnold Award Committee; Carol Jablonski was elected to the 1 year position.
Suzanne Daughton and Carole Blair moved to thank Mary Kahl, Susan Zaeske and John Sloop for their work as officers.
