Business Meeting Minutes
November 2, 2001

I. Meeting called to order by Richard Jensen, Chair at 9:30.
II. Chair's Report (Richard Jensen)
A. Legislative Council meeting attended by Richard Jensen and Susan Zaeske
B. Report
1. Dues are going up:
Regular $110 to $135
Sustaining $ 185 to $220
Patron $275 to $300
Life $3000 to $3500
Student $45 to $55
2. Conference fees are going up:
$120 for preregistration
$165 at the convention
3. Additional journal cost is raised from $10 to $15
4. Journals
a. A new journal, Communication and Critical/Cultural Studies, has been created.
b. More journals may be created in cooperation with commercial firms.
c. A prototype is Communication and Policy Journal that is going to publish an issue on The Digital Childhood that will be done in cooperation with Lawrence Erlbaum.
5. Changes in the bylaws and constitution discussed (and ultimately passed) by the LC:
a. The Legislative Council is now the Legislative Assembly.
b. The changes will enlarge the size of committees, change the size of representation to the assembly based on the number of members in the units, and allow the units to elect their representatives rather than units being represented by the Chair and Past Chair.
c. These changes will necessitate the Public Address division to change its bylaws.III. Vice-Chair Report (Karen Rasmussen)
A. Submissions
1. 15 panels submitted and 12 were accepted.
2. __ papers were submitted and ___ were accepted.
B. Public Address had 20 slots, which was the same as other years.IV. Minutes from the 2000 business meeting were unanimously approved.

A. 2002 conference in New Orleans
B. Call for papers is on p. 357 of the program. Particularly important is Judy Pearson's description of the theme.
C. Submissions encouraged, especially those that exploit local resources. Examples include the discourse of Huey Long and the LSU tradition in Southern oratory.
D. Deadline for submissions is the same as other divisions.

A. Thanks to members of the committee: Susan Huxman, Angela Ray, Amy Slagell, and Meg Zulick.
B. Ballots were distributed.
C. The member elected to the Winans-Wichels Award Committee will serve next year, since Rhetorical and Communication Theory votes this year.
D. There were no additional nominations from the floor.VIII. New Business
A. Winans-Wichelns Award announced by David Henry was awarded to Gordon Mitchell for Strategic Deception: Rhetoric, Science, and Politics in Missile Defense Advocacy.
B. Resolutions Committee - Kirt Wilson announced that there are no resolutions at this time.
C. By-laws Committee (Susan Zaeske)
1. Thanked William Harpine, Matt Barton, and James Darsey for serving.
2. Since LC is likely to put constitutional changes to a vote of the membership, Public Address ought to wait until next year to change our by-laws and constitution.
3. Ad hoc committee will remain in place until next year.
D. Web page and newsletter
1. There was agreement that improving communication through a web page and/or newsletter is important.
2. The secretary and secretary-elect will work to develop these options.
E. Awards
1. Robert G. Gunderson Award for the Top Debut Paper in Public Address awarded to B. Wayne Howell, Texas A & M University for "Samuel Seabury's Response to the First Continental Congress: Anomic Imagery in Appeals for Loyalty to Great Britain"
2. Wrage-Baskerville Award for the Top Contributed Paper awarded to Trevor Parry-Giles, University of Maryland and Shawn Parry-Giles, University of Maryland for "Constructing Presidentiality: The West Wing and the Ideological Definition of Presidential Leadership"
3. Carroll C. Arnold Dissertation Research Award
a. Committee members included: James Jasinski, Ann Pym, and Richard Jensen (chair)
b. Awarded to Jennifer Young, Penn State
4. Marie Hochmuth Nichols Award for Outstanding Book or Monograph
a. Committee members included: James Farrell, David Henry, and Susan Zaeske (chair)
b. Awarded to Michael J. Hyde for The Call of Conscience: Heidegger and Levinas, Rhetoric and the Euthanasia Debate
F. Changes in the Carroll Arnold Award were discussed.
1. Fundraising is needed. $7500 is needed to endow the award.
2. Questions were raised about the implications of the award competing for name recognition with the Carroll Arnold Lecture.
3. For next year, it was agreed to leave the award as the Carroll C. Arnold Award.
4. Next year, we will vote on a name change; the ballot will include names to be voted upon.
G. Announcements from the Floor
1. Georgia State has a position in public communication.
2. Wabash College has published in CD-ROM format the Brigance Lecture, which was given by James Darsey. For information about obtaining a copy contact David M. Timmerman at Wabash College.
3. The next Public Address Conference will be held at the University of Georgia. The call will be posted on CRTNET. For further information contact John Murphy at the University of Georgia.
4. John Murphy is the book review editor elect at Quarterly Journal of Speech and is open to ideas and suggestions.
5. Suzanne Daughton is the editor of Women's Studies in Communication and encourages both submissions and subscriptions. Information can be found at: www.bk.psu.edu/faculty/ramsey/WSIC.html
6. University of Wisconsin has a position in rhetorical studies.
7. The 8th Annual Conference on Presidential Rhetoric, "Before the Rhetorical Presidency," focusing on Van Buren through McKinley, will be held at Texas A&M University, Spring 2002.
8. Martin Medhurst encourages all to subscribe to Rhetoric and Public Affairs.
9. Volume 6 of the 10 volume set, Rhetorical History of the U.S., is in press.
